The SRS Consortium has secured a major design and build contract valued at US $1.84 billion for the civil and structural works of the first segment of the LRT Mutiara Line in Penang, Malaysia.
This project marks a critical step in Penang’s urban infrastructure development and aligns with Malaysia’s broader goals of modernizing its transportation network. It includes a 29.5-kilometer light rail transit system linking Penang South Reclamation Island A (PSR-A) to Penang Sentral and Georgetown’s Komtar Station.

The line will feature 21 stations, including 19 above-ground stations and one provisional station on PSR-A to enhance connectivity between key hubs, including PSR-A, Penang International Airport, Bayan Lepas Free Industrial Zones, Komtar, and Penang Sentral.
There will be construction of a 23.7-kilometer elevated viaduct between Komtar and PSR-A. Ancillary structures, utility relocations, at-grade park-and-ride facilities, and other related works will also be set up. A maintenance depot on PSR-A for light and heavy maintenance will be developed.
A total of three tender packages are planned for the project with the first package involving civil construction from PSR-A to Komtar; Package 2 of civil construction from Macallum to Penang Sentral; and Package 3 involving supply of systems and rolling stocks.
Scheduled to be commissioned by 2031, the LRT Mutiara Line project will boost public transport connectivity and support Penang’s urban and industrial development. It will connect major economic zones, streamline commuter traffic, and reduce travel time.
RS Consortium was initially appointed in 2015 as the Project Delivery Partner for the Penang Transport Master Plan. The groundbreaking ceremony was recently officiated by Malaysian Prime Minister YAB Dato’ Seri Utama Anwar bin Ibrahim.
