Mar Construction Civil & Obras Publicas – LDA has been tasked by AD Ports Group to undertake the design and construction of the topside and marine infrastructure for the Noatum Ports Luanda Terminal in Angola.
The company also brought on board Dar Al Handasah Consultants Shair & Partners to oversee project management and construction supervision. This development marks a major milestone in the modernisation of Angola’s principal maritime hub, as part of a broader commitment under a 20-year concession agreement signed with the Luanda Port Authority in April 2024.

The Port of Luanda plays a pivotal role in Angola’s logistics sector, handling around 76% of the country’s container and general cargo traffic. It also serves as a vital access point for landlocked nations such as the Democratic Republic of the Congo and Zambia. AD Ports Group officially began operating the multipurpose terminal on January 30, 2025, initiating a comprehensive upgrade to transform the facility into a modern hub for container, general cargo, and roll-on/roll-off (Ro-Ro) operations.
As part of the $250 million investment set to be deployed by 2026, the terminal will undergo extensive infrastructure and technological enhancements. These include the deepening of the port to 16 meters—allowing it to accommodate super post-Panamax vessels with capacities up to 14,000 TEUs—and the redevelopment of the 192,000 square meter site for high-density container storage. The upgraded terminal will feature advanced IT systems and modern container handling equipment, dramatically boosting capacity from 25,000 TEUs to 350,000 TEUs annually, while Ro-Ro volumes are projected to exceed 40,000 vehicles per year.
According to Mohamed Eidha Tannaf AlMenhali, Regional CEO of AD Ports Group, the project is a testament to the Group’s dedication to enhancing trade infrastructure and delivering efficient logistics solutions across sub-Saharan Africa. He emphasized that the terminal’s transformation will not only increase its operational capacity and efficiency but also support regional economic development by facilitating smoother access to global trade routes for Angola and its neighbours.
This initiative is part of AD Ports Group’s broader push into the African market, which has seen the company announce more than $800 million in planned investments across several countries including Egypt, the Republic of Congo, Tanzania, and Angola. The modernisation of the Noatum Ports Luanda Terminal underscores AD Ports’ commitment to building world-class port infrastructure that supports sustainable economic growth and trade facilitation throughout the continent.
