The Kenya Revenue Authority has approved 15 vendors under a new user-owned model for electronic monitoring of cargo under Customs control, with the transition to be completed by 26 October
Kenya is moving its electronic cargo tracking system towards a multi-vendor, user-owned model, with the Kenya Revenue Authority (KRA) approving 15 companies to provide electronic monitoring and tracking services for goods under Customs control.
The transition, announced by KRA on September 11 covers electronic seals for both dry cargo and wet cargo, including e-seals and e-fuel seals, under the Regional Electronic Cargo Tracking System (RECTS).
KRA said the new model is intended to support ongoing port decongestion initiatives and broaden access to electronic cargo tracking services.
Under the new framework, importers, exporters, clearing and forwarding agents, transporters, bonded warehouse operators and other stakeholders will be able to select their preferred provider from the approved vendors.
The authority said its current seals will be gradually phased out until October 26, 2026.
After that, electronic monitoring and tracking of goods under Customs control will be undertaken exclusively through devices supplied by the approved vendors under the new framework.
KRA said the new system will operate through private commercial agreements between approved vendors and users, giving businesses the freedom to choose their preferred provider.

This move is part of the expansion of electronic cargo monitoring under RECTS, a regional system used to track goods moving under Customs control.
Logistics operators will now have to engage directly with approved technology providers ahead of the October deadline and assess the commercial and operational terms attached to the services.
